You will get there. It can be disheartening when they don't want to love you back the way you love them, but I do love that you have to earn their trust. A baby is much more likely to easily give that trust than an older bird, even though Basal isn't an old bird; he is an adult bird and he has already got his suspicions firmly fixed in his head, so he has to learn that you are not the budgie-eating monster that he expects you to be.

It's just a theory but I've found sometimes they figure out that if they play distressed a bit you'll stop handling them, then less is expected of them and they can go sit on their cage or the curtain rail and chill. They also seem to do it when they're trying to establish their independence. It's like pushing the boundaries to see how much of their willpower they can exert over you.
Of course it might be that he has a bruised foot or he's feeling under the weather or something. They have bad days like we do. Maybe try just feeding him from your hand a couple of times a day with his favourite treat to keep the contact there, and wait for his mood to improve?
