You may not be aware, but they won't moult out all the cut feathers in the first moult. This will take a good eight to twelve months. Each moult will replace some feathers but not the same feathers are lost with each moult. The trouble with cutting both the wings is that the bird gets no flight exercise and has no way of developing the muscle strength to be able to fly. You will probably find that they are poor fliers and may well stay poor fliers.

That's like chopping both of your legs off and making you dependant on other people. Becca, it is very common practice in the States. Vets advocate it as well, probably more than anyone. Their excuse is that then you don't have the worry about the bird flying away and being lost! I doubt you would be able to find a budgie in a pet store there that hadn't had its wings clipped.
