It will be interesting to see whether he bothers to respond; somehow I doubt it.

It will be interesting to see whether he bothers to respond; somehow I doubt it. Up to press I have had no reply from the last email. When something like this concerns me I usually take action, I am no keyboard warrior so I have spoken to an advisor at the RSPCA, the gentleman I spoke to was very thorough, he went into great detail and confirmed that he had written down my concerns correctly, he then spoke to his Manager, the response from the Manager was quite surprising to me, apparently the RSPCA will only officially step in if there is: - 1) Proof that the birds are not being given food and water daily. 2) Proof that the aviary is too small for the number of birds 3) If there are more than 20 different breeds of bird in the aviary After a little research I discovered that there are 20 adult budgies in the aviary, so I told the advisor how many birds are in the aviary and expressed my concerns about what I called interbreeding, (I'm not sure if it is the correct terminology) I explained that in the past I have had to remove a male from my aviary because he tried mating with one of the young birds, I explained that there is apparently no control over the birds breeding which could obviously cause both mental and genetic health problems in the young birds that they are trying to pass onto unsuspecting families. After more discussion with his Manager, it was decided that some sort of action may be needed, although it is not a priority case, they promised to contact me by phone when their investigation is complete.

As I understand it the response from RSPCA is fairly common and understandable really. Now if it can be proven to the RSPCA that the birds are suffering in some way then that is a different matter. The RSPCA is a charitable organisation and not supported by official backing. If someone is clearly breaking the law then they [RSPCA] will spring into action.
I do compliment you for taking this on-board as you have. If I were in a position to be able to jump in a car and take myself to this park then I would, unfortunately I can no longer drive and do not hold a licence.
What is needed is someone that can visit this park and eyeball the situation with the birds. I don't mean to confront the people that are running this aviary but get an idea of the situation. As it is all we have is an advert in a paper and a curt reply to an email sent to them from a person that is interested in the well being of the birds in their aviary.
As it is it would seem the situation is now in the hands of a disinterested charitable organisation who may at some time investigate the matter.

The best outcome would have been if they had of invited me over to the park to (hopefully) witness that they do care for the birds, that is what I would have done instead of sending a snotty email, in my opinion either they know they have something to hide or they simply don't care about the birds. Anyway because of the lack of care by some members of this forum last night, I am now deleting my membership of this forum, you OP are a gentleman and it's been a pleasure "knowing you" if only for a short time
