I have a friend who wants to get a budgie, but her flat will only allow for a 20 in cage. The budgie will be allowed out for most of the day in her flat, but she is worried about the cage size?

When you say 20 inch cage, is that 20 inches in every direction--width, length and height? If so, that's actually slightly above the recommended minimum for one budgie who gets out-of-cage flight time.

I know she said 20 high, but I think only about 13 deep. She can’t have other pets, so I know a budgie would be great company for her and would be really well looked after, but like she said to me, the budgies welfare comes first.....that’s why she hasn’t just gone out and bought the cage without getting me to ask....

If the bird is only in the cage for short times and sleeping, it would possibly be okay. Even so, I would recommend you and your friend look around at alternatives, both in cages and places where the cage could go, if she doesn't have to consider anyone else in the flat. There may be alternatives that she hasn't considered - a fresh pair of eyes could really help.
