A few weeks back I got back from a long vacation. My budgie was staying at close friends house who has cared for him before. When he returned his cere was turning brown and now the feathers above his cere are stained noticeably brown. At first I thought it wasn't enough fruits and veggies but then I noticed some possible slight tail bobbing. I am not sure though. I would take him to the vet but I already have taken him a while (months back) back and it was nothing and I don't want to get worried about nothing yet again and waste money. Could he have a respiratory problem or is it vitamin deficiency and how can I solve this problem? Or should I just take him to the vet and risk it being nothing yet again? If your budgies tail is bobbing then it's usually a sign of respiratory distress. You need to take the budgie to an avian vet.

As suesbird has said it would also be beneficial if we could see a photo (without using a flash) We are not avian vets, but may be able to advise

It would appear that your budgie is a hen in breeding condition, unless you can show photos of the bird's cere from before that shows it to be a bright solid blue.
Carrots, spinach, brocolli, peppers, hard-boiled eggs ... all these are high in Vit A. If you think she is not getting enough vegetables (go lightly on the fruits - too much sugar) then she probably isn't. Does she ever get any sunshine?
Seriously, if you feel there is a problem with her health, take to an avian vet and have her checked out.
