My 7 month old female budgie can’t fly! Her wings were clipped when we got her. She was around 1-2 months then so she’s about 7 months now, and her wings seem to have stopped growing. Her brother can fully fly ( we got them at the same time, same age) but she can’t even get off the ground. Her wings haven’t been growing for about 1month now, and I’ve even tried vitamin supplements, molting and conditioning supplements, and giving her a molt ease bird bath spray. I’ll try to attach an picture of her wings.
I’m open to any suggestions and ideas for what might be wrong!

The feathers don't continue to grow like hair or nails. Once they are fully formed they will stay as they are, clipped if they have been clipped, until those particular feathers are moulted out. This can take up to 12 months for all clipped feathers to be dropped and there is nothing you do that will influence that. Not all the clipped feathers will be dropped in the one moult, which is why it can take so long for every clipped feather to be dropped. Having said that, your bird will be able to fly before every clipped feather is replaced. As she gets each new flight feather replacing the dropped clipped feathers, she will be that much closer to being able to fly. They don't need a full complement of flights to be airborne.
In the meantime try to limit her attempts to fly unless over a padded surface. If she plummets to the ground she risks causing injury to her keel or vent area.
