I think the perch is the culprit as well, but I would leave it in place (sorry, JB). The odd rough perch is good for the health of their feet; sand paper is a whole different issue. Does he have any other tree branch perches in his cage or only the rope ones that can be seen in the photos? He needs perches of differing thicknesses and textures to keep his feet healthy and supple. He only has the ropes ones! Okay... I'll use the red rough perch on rotation and also put a tree branch in his cage. Hehe. Do you think it's still worth putting the smooth perch that the cage came with?

As long as there is a variety of perches, sizes and textures a smooth one should be ok, along with branches, ropes etc.

If it is a plastic one that came with the cage I would say no, but as Shirls has advised different textures are good

He needs more than just one slightly rough perch. Rope perches do not give any texture either and can be worse if the bird starts to chew on them. Get some proper budgie-safe tree branches and you should never have a problem with your bird's feet. They need a variety of thicknesses and textures to keep their feet supple and fit. If you walk around with your shoes on all year and then are expected to walk on a rough surface bare-footed, what happens?? In no time your feet are sore and bruised, if not worn into sores. The same thing happens with a bird's feet. I am no fan of rope perches for this very reason.

I mis-understood there, I didn't realise there was only rope perches in the cage, that's why I said 'as long as there is a variety of perches' thinking that there were several. And, yes plastic perches are a definite no, no as samwiseg has said.
