Hiya I've recently been given a pair of month old budgies and am looking for for some advice on my cage set up.
From what I've read I should probably put some paper over the bars at the bottom of the the cage. Other than that I have tried to provide a variety of perch thickness but I'm wondering if my placement is alright.

Hi and welcome duckduck. The only comments I would make is to 1) ditch the sandsheets, even though they are not standing on them, and do as you said by putting newspaper over the bars, several sheets, makes it easier to clean (you could put several sheets on, remove one each day), 2) If you could move drinkers and feeders higher up so they don't poop in them all day and 3) give them as much flight room as you can. They are young at the moment and look like they spend quite a bit of time downstairs, but they will soon move upwards, they like to be high. They are very beautiful birdies you have there!

They're quite young to be away from their parents if they are only a month old.
Can they dehusk seeds okay?

As has been mentioned, move the food and water containers to the height of the highest perches. Try to find some bird safe tree branches to replace the dowel, have a variety of perches of differing thicknesses and textures so that they can be rotated on a weekly basis, and give them more toys. Swings and anything that makes a noise. A mirror or two won't hurt. You will play around with where to place the perches until you get a feel for how they use the space. It is a rather tall but narrow cage for budgies, who really need length rather than height in their cage so they are going to need quite a bit of out-of-cage time for exercising/flying.

Thanks for all the great advice, ive realised I can just remove the grate at the bottom of the cage and have moved things about a bit. They seem to be eating the seeds fine, they were even willing to eat some from my hand. I will be picking up some more toys and perchs after I get paid on Wednesday, however Im trying not to make the cage to cramped like you said the cage may be too narrow so im going to keep my eye on gumtree for a larger one. After a couple of weeks, once they have settled in and are used to me, im aiming to leave their cage open and let them fly about the room as much as possible. I do like the current cage because of the multiple doors, removable litter tray, the stand and because you can remove the roof and leave the top open.
