I'm seriously thinking about getting a tame budgie as a friend for Tweetie Pie. When you bring home a tame budgie, will he/she be scared and sit on the perch doing nothing like a bird who's not tame especially if its only been handled by the breeder? How long should I wait before starting to handle it? Any tips on how to break it into my routine? If the bird comes from a very trusted source, what quarantine process should I follow?

Quarantine should be at least 4 weeks in a separate room regardless of the source. Gives you time to bond at the very least.
The change of scenery will still be a bit of a shock so the newbie will probably still have a stunned few days and appreciate having three sides of the cage covered.
When you handle will depend entirely on the bird. See how he/she reacts to your hand and just go slowly. If they're already used to being handled then you should probably ensure hands stay present in their life, but give them a few days to get comfortable with their new surroundings before starting anything serious.

Agree with @sillycat84 on all of that. Bird will adjust to a new routine over time; being consistent in commands and timings will help immensely.

One more question, once the quarantine period is over what is the best way to introduce the two budgies to each other? I seem to remember reading that somewhere but can't find it.

I can’t remember where it is either, but if I recall correctly it’s to place the cages beside each other so the birds can see one another. Then when you let them meet properly for the first time it’d be by letting them out of their cages whilst you’re there to supervise. Often after a few days of this they’ll just decide to move in together themselves.
