I have heard that with experience you can sort of approximate a birds age based on their feet. Babies have more plump feet and adults have thinner bonier feet. Older birds feet tend to start to look more “worn”. I guess you could approximate age brackets like 1-2 years old, 3-5, older than 5 or very old, 10+, something like that. I don’t know if it’s actually true, I am not that skilled nor have I laid enough attention to my birds feet to try to learn this skill. But maybe a vet that closely examines birds constantly could do this? Seems like a long shot to me still, but I think the vet was just trying to approximate her age. She’s not a very young bird nor very old, four sound good, like that.
She looks very happy in her new environment! Is she “sleepy” maybe because she never learned how to play with toys and is a single budgie, so she just doesn’t do much? You can try slowly interacting with her using toys that make noise or move interestingly. Providing very very soft wood pieces like balsa or even sola wood for her to chew may encourage her to explore her new environment a bit more. You can also use new food items like toys, and clip up or skewer spinach leafs, thin slices of carrot (I use a carrot peeler), broccoli florets, thin sliced bell pepper, etc and see if you can capture her interest with anything.
As everyone said before, just do everything with her very slowly and take every tiny accomplishment with great pride!

Update! I am shocked but she finally got on my hand! Now she is going on a lot and I can tell she is so much less scared. Here is a link to a reddit post showing her

That link isn’t working, though; at least not for me. hmmmm that's odd, anyways another update I had to get her into a travel cage for the weekend and it went okay, she flew around scared and hit her head a few times, nothing crazy hard but she eventually was tired. Then I think because she was tired she let her guard down and got on my hand and I got her in the small cage. She also later got on my hand after when i was putting her in her temp cage but was again scared and then got on my hand and bit me a little. So overall there is some progress. I got to even hold her and give her some kisses

I also just rescued an adult male budgie who is 2yrs old, He will come to millet in his cage but the bravest he has been so far is to put one foot on my hand. He came in a HUGE cage but only had 2 rusted toys which I threw out and I ordered him a lot of new ones and natural perches. He certainly isn't sleepy though, he sings and warbles A LOT. I have his cage currently on my nightstand so he can get used to being around me. He and my 8month old hand tamed budgie call to each other frequently.
