Personally in my experience with budgies is that it's a dominance thing going on here. It's showing that he can do what he wants and shove off Buddy and give him a peck should he return to you. As with a lot of animals you are theirs, not they are yours Tbh I think it may be a case of if he does keep doing this, when he biffs Buddy say "No" firmly and put him back in. If he can't play nicely whilst out with you and Buddy then he doesn't get to have you at all

I'm never quite sure if I'm seeing progress or just an anomaly. Buddy was a frisky little guy today and kept getting on my hand to kiss me and chew on my eyeglasses. I kept inviting Tweetie Pie on my hand by holding my hand with Buddy on it to him. He looked but didn't make a move toward me or Buddy and then, he flew over on my hand and perched beside Buddy. I was worried he was going to shove Buddy off. I held them up to my glasses and Buddy started chewing and beaking the frames. Then TP started chewing on them also! A few seconds later he flew back to the cage and Buddy followed. No squabbles today!
