I would definitely add a perch just outside the cage door. I bet he'll enjoy perching there and enjoying looking around.

I'll need to re-jig things in order to locate a short perch outside of the cage. That it will foul the night-time cover is the only real issue I have. (I'll take a pic of the cover tonight.) He's definitely been using and enjoying the inside-perch!

This is Herman's cage cover, bespoke for the Geo cage. On the inside surface is a representation of the Northern sky - Orion, etc. I'm uncertain whether budgies are star-gazers. After a cleaning session and re-vamp of the set up in Chocobo's aviary, a short perch has become available. Herman does NOT trust it. He is so cute! I'd leave the new perch on the outside of the cage and see if he'll try it out once he gets used to it. My guys take around 3 days to get used to any new perches/toys.

Herman still won't so much as fly to his cage!
I have to collect him on my finger with a "Jump up!" and carry him to his little home. He thinks its a fun game to fly back to the curtain before he gets to the cage sometimes so we do the Collection Game two to four times just for the giggles.
The only places he goes to voluntarily are the curtains and my finger, and from my finger to his cage if we are at the entrance. He'll often fly in a circle from the curtain and land back on the curtain. Oh and from today, clinging onto my specs. That's fun, too.
I wonder if he'd go back to his cage on his own if I left him out all day?

Herman is just having too much fun to go in to his cage. Besides, he has a man-servant, so why fly to your own cage?

My Buddy used to perch on my eyeglasses but then he started preening my eyelashes and nibbling at my eyelids. Unfortunately my eyelids are very sensitive and his nibbles felt like bee stings. Now when he's on my finger, he stretches up which means he wants to chew/kiss my eyeglasses so I humor him. He knows not to try to perch there.
I wonder when you are taking Herman back to his cage, if you put him on the perch outside his cage, would he perch there?

tweetiepiesmom Herman won't go near the green perch. I've tried. I could try an old blue perch that I could use as a substitute. He tends to fly in through the open door now when I successfully get him to his cage, straight up onto one of the long perches inside. Nifty wing-work, that.

Once you have him on your finger, can you take him to different places around the room to perch - maybe the back of a chair?

At one point I could get Herman to perch on the aloe vera on the window sill. I got him to perch on the basketball hoop once or twice. For the past week though, nope. There's the curtains, the finger, the cage or (now) the specs.
I keep trying to encourage him and we'll get there. He will have to up his game when he eventually joins the DPA.

Quick update from Herman.
He took a couple of experimental nibbles on the cauliflower leaf shower I've placed in his cage. Brave boy! Added to that, he landed once on the aloe vera plant (very briefly) and he allowed me to place him on the plant shortly afterwards!
Now, if he could only find his own way to his cage ...
