I have a Hagen Vision cage for my two budgies that I have had for just over a week and they're far from tame. I can remove the base of the cage without any problem for easy cleaning, but how would you suggest I clean the rest of the inner cage without causing undue distress to the birds? Also, is soap and water sufficient?

I use washing detergent as a cleaner and water/vinegar solution as a rinse. Most people on here use F10, a vet-grade disinfectant. A number of members have the Hagen Vision cages so will leave them to describe their own cleaning routine. And welcome to the forum.

In three months or so with Lovie, I have never washed the cage bars or other stuff. Just wiping with dam cloth is enough. Cage base is washed every second day. But some birds can be messy.

I also have a vision cage and like BB I clean the base every 2nd day. A vac out and wash down with F10 as Hezz described. The inside of the cage gets a clean with a cloth sprayed with F10. The doors at the bottom (where the food pots should be) are great for reaching most of the inside. Joey used to flap all over the place but has now got used to it and he just jumps from perch to perch. I take each perch out, clean it with F10, after knocking the rock hard poo off, and put it back. This is done once a week. I only have one bud and he is a clean bird.

I too have a vision cage and do as OP said and my boys have just got used to my arm slowly moving round with a cloth and anything that is removable comes out and is cleaned. Though most of the time I will try and clean the cage now when they are out in the living room flying around.

I probably should have mentioned that my cleaning routine is a once a week full clean up - toys, perches, cage - with the routine I described above. Clean paper every day on the bottom (newspaper works really well) and a wipe down of anything really gross in between the weekly clean.

It's good to know I'm not the only one using newspaper for a floor covering (no wire mesh or grid), My inside flight is about 72" x 30" with two large trays at the base. These are rarely moved as they are big. Instead the paper is disposed of every other day, I reach in with the hoover and do a thorough vacuum then wipe with a damp cloth sprayed with an avian disinfectant and replace the newspaper.
Less frequently I remove the meshed frames from the inside of the windows, clean the windows and vacuum the sills wipe and replace the mesh - all the perches are removed one end at a time.
My lot usually ignore me leaning in with the hoover as they are so used to it. Occasionally someone settles on my arm as I reach across to replace food or water pots. Today Columbus decided he'd have a flit around the rest of the shed but soon belted back in again when he noticed he was the only one out there!

I do food dishes every day, tiny bit of washing up liquid, thorough rinse and spray with F10. Same with water fountain.
I do whole cage once a week with F10. As B is out a lot if days, the cage doesn't get too bad

I've got Johnson's cleaner from my local store when I bought the natural wood perch. Is that okay to use or shall I take it back for a refund and buy the f10. Is their a best website to order it from? Thanks for the help again.
