Hi,
I took a budgie on two years ago from a lady at work... I am sure I have 'I rehome unwanted pets' etched in my forehead! Anyway my little green pea came to my home and I was told he could fly because he was a baby... This was untrue because his crevasse was already blue, he also had a twisted foot/deformed foot. He has never grown any tail or flight feathers and since his second moult has no feathers around his neck. I wonder if he has french moult? What are your thoughts?
I will attempt to take a photo so you can have a better idea.

Welcome. Your little green pea sounds like a very lucky budgie when you came along and took him home. It does sound possibly like french molt but we have some experts on the subject as they have their own special buds.

Photos from back, front, and sides, may as well include his poor foot as well.
