Hello I've got another question... but is this cere normal for a female? My BF & his parents say it has always been like that.... or they can't remember if it was different any time before.

Can't really tell by the picture but female budgies ceres are always changing, due to the fact that they come into and out of breeding condition all the time. The cere discolours (brown) and sometimes becomes scaley and really doesn't look very pleasant at all. Perhaps a member with better eye-sight than mine can help with this picture?

I think it looks perfectly normal, maybe just a little dry is all. Just to add to Shirls's reply, not all females' ceres noticeably change through their breeding condition cycles. Some change with each cycle but others never seem to look much different, and seem to be perpetually in season.
