As long as you are sure the birds can't get around the edges of the tarp and escape, you should be okay letting them out. Stay with them though, especially for the first few times to make sure they don't get into places you may not have envisaged. Make sure you leave yourself plenty of time to get them back into the cage before you have to go out as they are likely to lead you a merry dance getting them back into the cage. As for the cage, width is more important than height, but don't forgo height altogether. It is important for them to have a couple of levels of perches, room for them to fly back and forth, side to side. This is a photo of my cage and I think it is excellent:

Your cage is very nice, Hezz! I'd love to get one like that for my birds. I'll be careful to watch them. I'm not worried about getting them back into their cage... I'm worried about getting them out! :/ I would post a picture of their cage, although I can't seem to figure out how to do that...
