To gain their trust hold a small piece of millet up to the edge of the cage so they can eat it, then gradually, still holding a piece of millet rest your hand inside the cage, keep still and they will eventually come to you to eat. Eventually you will be able to encourage them onto your hand. This could all take a very long time so you have to be patient if you want to be friends with them.

You are doing well. Don't despair, you are trying your best and, it seems, getting no help from the one who should be doing all this! With the tunneling that the mites have done to his cere, it is likely that these have weakened it, and so is more easily damaged, than a healthy cere. I am not surprised he got away from you with all the vaseline. Makes me think of Pretty Woman and the "slippery little suckers" comment. Unfortunately for you, birds are not like other pets as we haven't domesticated them. We have tamed the individuals, some of them, but you are going to have to work on building their trust in you, which can take seemingly forever, but with time and encouragement they will start to look on you as not such a threat; go bearing gifts every time you go near them ....... bribery is very much allowed when it comes to earning their trust.

Bribery for budgies usually consists of millet, seeding grass. At this stage I wouldn't be changing too much, especially their food. I have never had a problem changing from one type of seed mix to another, but others have, and if you are trying to convert to pellets, add more fresh greens or whatever, then again the best thing is do is go slowly, slowly. Nothing with budgies happens quickly, except themselves. Generally they are resistant to change, or anything new, even a toy can be viewed with suspicion for weeks, if not months.

You will get there, and the birdies will be better off for it.

I wouldn't worry about catching up and treating - you might not be popular but it really is needed when a bird needs treatment.
Holding a budgie gently but securely without rushing seems to work... it's actually a chance to have a real close up look at each other too. Eventually the realise you mean not harm even if they are not keen on the idea.
Mine have given up vanishing to the other end of the indoor flight when I decide I'm leaning in as I need to do something. They simply sit and watch these days.... so don't worry. Some things cannot be avoided.
I hoover mine out every other day and move the perches about - they simply sit and sometimes have to be shooed out of the way.

Went to my local avian store and bought this (picture)... .8 ivermectin... $43 USD kinda expensive but well worth it.... Bad part its a "1drop/day for 5 days" Start tomorrow morning or should I do it at night time?

Okay, so the product you have there is the equivalent to 0.08% concentration of ivermectin as opposed to the 0.1%, so slightly weaker in strength, than that which is generally spruiked as the optimum concentration for dosing small birds, so that is why you are being asked to do this more regularly, although I would have considered 5 days in a row a bit of over-kill but maybe not in your case as that one fella has it pretty bad. It doesn't matter what time of day, just whatever works best for you, and them, and this may well be evening when the light has started to die ....... they might be that bit easier to catch, although this does not give you time to clean the cage, perches and toys etc. Do you have a spare cage?? Just thinking that if you do, you could alternate cages from day to day so the empty one can be cleaned out ready for the next day's dosing and birds. This is the same concentration as the one I have used, before it was readily available over the counter here. I did the two I had recently bought, with only a small amount of scaly feet, one or two drops each once a week for 3 weeks, as was recommended. I suggest you give the fella with the worst infestation the 5 day treatment, leave him a week and see how he is. Be prepared to give him additional doses afterwards, but with as bad an infestation as he has, I don't know how long it would take for you to notice an improvement in him. I am reluctant put this down, but my understanding was that the weekly dose was to kill off any new hatchings (a bit like treatment for hair lice) and that is why the once a week doses for three weeks. My opinion only, but I would follow him up with a weekly dose after a week's break from the initial 5 doses. If that makes any sense at all.
