You need to re-read some of the posts. You have been instructed on how to go about the step-up; if the bird does not step up onto your finger, you might just have to lay your finger horizontally across his chest, down low close to his legs, and give him a little push. He will either step up, move away, or fall off the perch! He will not fall off, so he will do one of the other two. You need to work more at this instead of giving things a go once and when it does not work, thinking something is wrong. You wouldn't expect a dog to sit the first time you give the command, so why expect the same from a budgie?? He needs to learn what to do, and it is up to you to show him how.

Did it but he did not get on but flapped, I am using just the hand after and he calmed Down, why am I awful at everything. Jeez.
I should not give up though, everyday I will try, if he doesn't I will stop and do my hand which he will readily come back too and settle down and leave it first that day, unless that isn't what I should do. I cannot be deterred because of a bad result if I do I will never progress on, with quantity he will get used to it as he has to everything else before... No one usually gets results quickly do they.

He's almost doing it now,one foot is on my hand then he side steps away, at least he is not flapping, if he is on the left perch he will he normally likes the right anyway
