i cant see this is right, maybe he got mixed up when this bird was out of condition as she would have had blue/white cere and goes brown in breeding condition, a cock bird will have a dark blue cere in condition and purpley colour when out of condition

A male will get a brown cere if it has a hormonal imbalance. In older birds this is often caused by testicular cancer.
Normally a male lutino will have a deep pink cere

Nev beat me to it. My older cock, Bluey's, cere turned brown a number of years ago. He is the bird in my avatar, also in many of my other photos. He is definitely male. Also (apparently, Nev may know more about this too) hyperthyroidism can cause the cere to go brown. This was suggested to me as a cause for Blue's change. Hyperthyroidism is treated with iodine, and apparently the reversal from brown to blue (in the cere) is quite remarkable. Noticable after a week and fullly returned to normal within 3-4. I do add iodine to their water on a regular basis still, as they don't use the iodine block much. But my conclusion is the Blue's problem is hormonal as the iodine didn't have the affect I was looking for. Just to say also that I can still see blue in his nostrils. That wasn't always the case.

Yes, only when something is wrong with the budgie.
