If she is consistently stepping up onto a perch, then you can see about taking her out of the cage and working with her. I'm not sure how letting her out is supposed to make her tamer, but it does give her the option of flying off when she feels like it. If you are going to do this, I suggest you start in a small room and leave yourself plenty of time to get her back into the cage when your time is up. If you think she is ready for a larger area and you are prepared to supervise her out-of-cage time then go for it. Getting her back into the cage might be a tough one though, and that's why stepping up is important.

Yeah a lot of people say to teach the step up, I think when I taught that, I kinda skipped a step because your supposed to say step up then after that they’ll go on the perch as soon as they see it, but I skipped the step up, step and now she goes on whenever she sees it.

That doesn't matter; as long as the bird steps up when the perch is presented. If I show a finger to any of my birds, they will step onto it, regardless of whether I ask them to or not. That is a well-trained bird.

Ok, yeah bluebell will step up onto a perch but not onto a finger she’s gone back a few steps in terms of hands I think because now she’ll just bite as soon as she sees a finger or a hand
