Yes, it should be fed raw. But I do not know what is a cob. In some articles I was reading that also eggplants are ok, but I would not offer it to bird.

Most vets in Australia are not fans of feeding pellets to the desert bird such as budgies and cockatiels. They can be high in calcium which budgies don't handle well. Too much calcium is toxic to them.
I would not other trying to convert a budgie to pellets rather than seeds, instead I would aim to get them eating more fresh food (less of the fruits and more of the veggies) and sprouts are a great way to get the necessary micronutrients into them. My birds are a bit different as they get fresh seeding grasses every day, and finch seed mix as it has less oil and fatty seeds in the mix. Sunflower seeds are a high-fat seed.

Oops, I did put cooked corn in his food cup but he didn't eat it. I won't make that mistake again. In general, should they be given raw not cooked vegetables? I have cilantro which I will put in his cage tomorrow. Thanks to all for your help.

If you buy corn on the cob, just cut a piece off, it's quite tough but a good sharp knife does the trick, give it a good wash and pin it to the cage.
Give all the raw veggies a good wash and do the same.
Try hanging up a bunch of wet basil leaves, you'll probably find your little bud having a bath, then he might even try the basil 🤣
