My female and male budgie sleep, groom, and try and feed each other but sometimes I think when the female gets excited and the male doesn’t respond she’ll get aggressive and pick at his feet, she doesn’t bite anywhere else. I don’t want to separate them cause they are bonded but I don’t want her being to rough. I don’t really understand why she does this cause they’ll be playing and tweeting one second then she’ll bite at his feet

Leave them to sort themselves out. Unless there is damage, feathers pulled, blood let, leave them to sort out their differences by themselves. Given time, and no interference, she will have him trained to her ways in her own good time.
