i'm not sure of sex? Budgie is around 18 months, cere can change slightly to slightly pink.

I don't agree; the photo isn't clear enough to get a good look. If I was going to go one way, and not sit on the fence, it would be over to the boy side. The bird is a pied, not sure by those photos if dom or recessive, but recessive pied males do not get a bright blue cere.

I'm taking a guess that this is a recessive pied, by the lack of iris ring and the wing markings, which means that your bird as a male wouldn't get the bright cere of a normal male budgie. The photos are still a bit shadowed, but I'm comfortable enough to say this is a boy.
