Just today in the morning i noticed that my bird started doing something like a neck stretch while opening it's beak, i'm rather worried, after all there aren't any avian vets in my country, let alone open vets due to quarantine! (even if they were open, most of them are so unprofessional, and couldn't care less about avians...) i read from a specific website that it does that because it doesn't sweat - i live in a hot country and just recently i started taking my budgie out to the sun for 20-30 minutes. Could that be the cause? I shall also mention that it's not moving that much, closes and opens eyes sleepily during daytime, regarding eating and water he's doing okay, and so are his instincts. For example, he was a bit starled 2 days ago for a specific reason, i think it was a bug or something? and it jumped straight to the other side of the cage - does that mean that it still has the energy to move but prefers to stay still? it's hair is also a bit spikier than usual too, it also got black tips on it's ends. it's feathers seem okay, it grooms itself doesn't seem to puff itself that much. ... all in all, the stuff that concern me about my budgie are: the spiky black tips on it's head fur/hair, the lack of motion the lazy eye close-open on daylight
thanks for reading and i would extremely appreciate it if any of you offered an advice that would make my budgie better.

I am no expert, but the spikes with the black dots looks like it is molting. All birds, including budgies change their feathers from time to time, this is called molting and it is completely normal. As for being sleepy during day times, I am not a vet, but usually they try to sleep during day time when they didn't get a good night's rest. It is best to try and locate an avian vet, one with whom who can chat over the internet and send pictures and or videos to - just to be sure...

Your bird is going through a fairly heavy moult - just look at all the pin feathers on his poor head! A heavy moult can drain your bird's energy - growing new feathers takes a lot of energy and it might be helpful for you to hard-boil a hen's egg and feed this, particularly the yolk, to your budgie. Mash it up a bit, if he has a favourite veg you can mix a bit of this in with the egg. He will be needing extra protein while growing new feathers and there is nothing better than egg to provide this. You can even try him with a small piece of well-cooked chicken meat if you wished. Just remember to take out any uneaten food after a few hours - protein can go off very quickly, especially in a tropical climate.
