hi just found my budgie he was sitting on the floor of his cage with his feathes all puffed out and very lifeless he is opening his eyes but wont stand i have moved him in to another room with more heat and wraped him in a towel please help many thanks

Get him to a vet asap. Do you have a hot water bottle? If so, fill it and wrap the towel around it and put on the bottom of the cage. If he won't perch, leave him on the floor of the cage with some water (or weak cool tea) and some millet. Sick budgies find millet easier to eat than regular seed. If you have any Guardian Angel, make some up as a drink and try dropping drops into his beak, if he won't drink.
Hopefully some-one with more budgie illness knowledge will be able to help. But he sounds very ill and needs an avian vet.

I'm so sorry but your budgie is very sick and needs urgent medical attention.
You need to keep your budgie really warm, and handle him as little as possible.
In addition to Hezz's advice - add a little sugar to the weak black tea. Extra energy can help keep him alive while you seek professional help.
Give some warm sweet weak black tea or some warmed up non-fizzy electrolyte drink such as Gatorade or Powerade. Replace the bird's water with this and drop a little into its mouth every 1-2 hours. (To make up the tea use half a cup of warm water, add the corner of a tea bag till the water has turned light brown and then add a tablespoon of sugar.)

When this happened to my budgie I created a home made heat pad for my little boy. An old sock with some flour inside, microwave it some but not too much, sit it under a towel. Hopefully yours will pull through, but likely only with veterinary help. best wishes
