My male and female have gotten very friendly and are bonded I believe. My female’s cere is changing color to a brownish. Is this maturity or breeding condition? I had no intention on breeding but seems they are so friendly, you never know what may happen. If I decided to ever breed them, can this cage suffice for them to breed, and is there anything I need to do special for them to have success if I should ever wish for them to breed?

That cage is far too small for a breeding pair, a nest box and a clutch of babies, even if the nest box was on the outside of the cage.
If you don't want to breed, don't provide anything that could be misconstrued as a nesting place, don't provide any rich, high protein food, change around the cage furniture regularly and makes sure your birds get a full 12 hours of dark. A brown cere can mean both maturity and in breeding condition but not always. Some hens have no wish to breed but can go their whole life with a crusty cere. Other hens will go in and out of condition on a regular basis with the cere changing colour from very pale blue to brown as they do so, and some hens never develop that crusty brown cere.
