My budgie, Perry has some health problems. Look at the end for my question.
She seems to have some sort of respiratory infection, as she shows signs frequently. These are tail bobbing and clicking when breathing.
She seems to have red nostrils, which I have read are a sign of stress.
She has black/brown spots under her wings that she preens often (I don't know if this is a health problem or just an unclean spot).
I don't know of any avian vets in my area, and even a chance at reaching one is in the capital 3 hours away. That along with quarantine makes seeing a vet pretty much impossible. I gave her antibiotics about a month ago, however they don't have much of an effect.
I am looking for help as to find if these things have any connection, and if they do, whether I should drive 3 hours to see a vet and finally put a stop to the struggle my bird is enduring.

Why not try calling around to see if you can find a vet who will take a look at your bird, It sounds like you need a professional to diagnose what might be wrong. Too much quackery most often only leads to the cause of the infection becoming more resilient and less likely to respond to the more common drugs. Some photos could possibly be helpful, although I'm not seeing any redness at her nares in this photo from your other post:

My budgie Perry died last night. I am sad and distressed. I am buying a cockatiel and hoped for Perry, my new cockatoel and my other cockatiel Yogi to make friends, however everything has been crushed by his death. We buied him in our backyard and will keep him there forever.
You will be in my heart, Perry, and I will never forget you.
