If he has not eaten for longer than 24 hours, you should contact an avian veterinarian and get him checked out immediately. Smaller birds have a fast metabolism and limited reserves, so they can starve very quickly. Going without food for even one day can be life-threatening.
Have you seen him drink anything? Is he able to reach the food? How is his activity level - is he alert and moving around and chirpping happily or is he quiet and looking sleepy or fluffed up? Has he pooped yet? If so, what does it look like? The appearance of the bird's poop can help determine if he has been eating while you were not watching him.
Do you know what he was eating before you got him? With a young chick, I would be worried that he might not be fully weaned yet. Although it sounds like he is old enough to be eating seeds. Was he handfed? If you got him from a breeder, it would be a good idea to contact them directly for more information and advice. They can tell you what kind of food the bird was eating previously, so you can match it.
Also, it is not uncommon for new birds to wait until you are gone before they eat or drink. So it might seem like he isn't eating, but if he is pooping normally and remains active/healthy, that's a good sign that he is actually eating more than you might think. Double-check his food bowls for sees husks and other signs of food consumption.
But if he looks visibly ill and hasn't pooped solids in over a day, that is a bad sign and needs to be checked out immediately.

We have all brought home a new budgie at some time and experienced what you are now experiencing. This is your second budgie - are the two together in the same cage? Did you get them both at the same time or have you had one for a while? Some more details will help the experts to provide you with information/advice specific to your situation.
It is common for a budgie to not eat when he/she has just been brought home. The poor little guy is scared. Sit near him and talk softly to him. You can read a book to him. He needs to get used to the sound of your voice. When you put your hands in the cage, move slowly. If you have some millet, hold a sprig right in front of his beak but don't let it touch his beak because that might scare him. He'll probably eat a bit of that. Don't worry, when he gets hungry, he'll eat. Did you notice where the food and water cups were where you got him from? Try to put them in about the same place - if they were at the bottom of the cage, put them there now until he gets more used to you and then you can move them somewhere else. You can try playing him budgie sounds from YouTube which might relax him. Every budgie is different.
Let us know how he's getting along. What have you decided to name him? If you can take a picture without upsetting him, we'd love to see him.

He is a fine looking boy. Glad to hear that he is happy and pooping! :-)
He might just be a very stealthy eater!

Such a handsome boy! Keep paying attention to him. I think he was scared but he'll come around to acting normal quickly now.

Please don't introduce him to your resident budgie until he has been through four weeks of quarantine. This is to make sure that he doesn't bring any new diseases to your other budgie and also, as moving house can be very stressful for a young bird, if there are any underlying health issues these will generally become noticeable over this time.
Good to know that he has begun to eat in front of you. That's one less worry and all the best in getting your new boy settled in and trained. Quarantine is a great time to get some bonding happening and to set some training in place - while the new bird is away from the other and you have the chance to do some one-on-one work with Sky.
