Your hen has been moulting and these are simply the new feathers coming through, covered with a keratin casing that will fall or be rubbed/scratched off by your bird as the feathers mature to full size. The dots are simply the tips of the feather casings.

We are not Vets, Avian or otherwise. If you have any serious doubts about your budgies' health an appointment with an Avian vet should always be your first point of call.
