I'm going to take a stab at yellow-faced dilute spangle. Cobalt or sky blue, not sure.

I like that stab, except the spangle part. I'd say single factor type I yellow face dilute cobalt.

You don't see the darkness as being on the tips of the feathers rather than the bulk of the feathers? I'm probably using the wrong terminology, please excuse that - I'm self-taught, and still very much learning. I did see single factor for the yellow face, as well.

Right. I think there's a bit of an illusion of spangle here because dilution has reduced all black/grey wing pigment to the extremities of the pigmented areas, but those are not the extremities of each feather as they would be for spangle. At least that's what i see when I enlarge the photo.
And if there are terms for all of this, like you, I have no idea what they might be. So until someone instructs us otherwise, let's just wing it. (Pun intended.)
I should think we are all self-taught about many budgie subjects and still on the learning curve. I know I am. And I learn something most every time I sign on to this forum and, more often that not, it's because of something posted by you.
