So Oggy and Mouni are outside cage and all others are in and I have ceiling fan which is turned off and its somewhat hot and Milkha the male Cockatiel is asking for fan can you guys recommend any replacement for fan

How about a blade less fan. Something like this would be safer I would imagine

Something like a pedestal or desk fan is fine, just check that the fan blades are not close to the cage of the fan. Mostly they are far enough back so that fingers can't fit through and be chopped off. I often use a desk fan around my birds and have never had a problem. I don't leave them unattended with it though, in case one gets too interested in the fan. They are not as efficient as a ceiling fan, but much better than nothing.
