My bird only eats from my hand, how do I get her to step up?

How long have you had the bird? Eating from your hand is a good first step. Will they step onto your hand to reach food if you hold it a little further away?
A finger presented slowly above their feet and raised very gently up into their tummy can help encourage them to lift a foot and stand on you. As you do that you say 'step up'. Take it slowly through and move at their pace to not loose the trust you already have.
I'm learning at the moment birds all seem to be different. My first one could easily be persuaded to step up using millet. My second one absolutely would do no such thing. He started stepping up willingly after falling down the back of the sideboard a few times and the easiest way out was to step onto the hand that suddenly appeared next to him in the strange scary space. My third bird won't even entertain eating from me or stepping up.

Well eating from you is good in that timescale. It is all about building trust. I'd keep talking to her and and try holding something tasty just out of reach.
