Is this a good cage setup? Rope perches, dowel perches, hanging millet, ladder, bells, 2 food dishes, 1 water dish, a cuttlebone and a mineral block.

Just make sure about no loose threads from the rope perches.. There are some hazards with loose threads (ingestion - crop impaction, strangling etc). You could keep cutting any loose threads you see there and discard when it seems too messy.
Also, for the wooden swing, if the metal isn't stainless steel, keep an eye on it for rust and if aluminum, it develops a layer too over time. Same goes for inside of the bells. With the hanging bell toys, do take a look if something is too small to be accidentally swallowed while playing or nibbling at it.. My cookie would chew and try to break anything she has got access to, so I don't take any risk with smaller attachments..
I had been using plastic food bowls too and shifted to foodgrade stainless steel bowls(also called 304 stainless steel), due to the bacterial growth in plastic bowls.
I see a natural perch in the second photo, which is very good for their feet. The all round wooden perches cause discomfort to their foot in the long run and ortho issues. I have those in my cage too, since they are very used to it, but I have added other natural bendy perches (from budgie safe trees, after disinfection). They love chewing the bark too.
I have a cuttlefish bone and mineral block too. I also have himalayan pink salt block too..they lick at it many times while drinking water..
If I see it correctly, the ladder is placed above one of the water/food bowl. I generally don't keep anything above the food bowl/water bowl - their dining zone ๐, to avoid being pooped..

Mona gave good advice. For me, I'd say that it's too much millet to leave in the cage, with my birds they would just eat the millet and leave everything else!

Agreed with Marianne Marlow about millet spray. Mine would do that too ๐
You could cut and split that millet spray into multiple ones and clip one of the little piece there.. 2 food bowls for two birds should be okay there, to avoid them fighting over food (if they do, like mine) I have got two stainless steel baby cat feeding bowls for seeds and fresh food/chop. My cage is wider than a taller one, so it works for me to put the food bowl on the cage base. Cookie is very territorial and they used to fight a lot over food, even if there are two bowls there! These baby cat feeding bowls helps them share food with enough space to not intrude each other while eating. I rarely using flat plates/dishes for serving food, since they often hop on the food inside the plate and often poop inside too.. ๐คฆโโ๏ธ๐คทโโ๏ธI have two other screw on stainless steel bowls too..
The screw ones, which came with the cage, but are very deep, due to which I don't use them much or add a shallow bowl on top of it.

Very cute videos - so nice seeing them being good friends! mona and Marianne Marlow gave you good advice. I had one of those rope perches and my two guys really liked it. Buddy started picking the threads apart so I took it out. I keep an eye on everything in their cage with safety in mind and remove anything that may turn out to be not safe. Enjoy your sweet little budgies.

Not sure if I'm seeing it right, but one of the hanging attachments from the wooden perch seems to have rusted? If so, please remove the attachment and use cable ties or alike to hang the toy there. Rust can be poisonous, if ingested. Normally, I remove all toy bells and hanging attachments before hand, rather than checking it everyday for something ๐คฆโโ๏ธ Have been using cable ties to tie them, if those can be easily deep cleaned inside the cage.
