I tried looking that up in my area, to see if it can be ordered out of the country..but the max I could find is 1% ivermectin.. So, I understand your situation.. Someone very experienced and extremely precise could help get you all that dilution done.. Medicines should be available at all places.. and not having access to certain ones is sad.. Thank you for your effort, I appreciate that . I agree with you, medicines are really important.

Update: We've bonded, I tamed my budgie. Now I let her spread her wings in my room for 4 hours a minimum. Her diet changed a bit, she eats dandelion leaves, shepherd's purse, wheat grass etc. , but she doesn't like fruit . She is not quite tamed, though I learned her to do the step up trick, she climbs on my shoulder and flies to me sometimes too. I gave her a proper bath yesterday . About the Ivermectin, thank you all, but I have to double check if there is ANY available in Serbia. I asked a Balkan bird forum, they may tell me if there's any. Now, here's the worrying part. While she was sitting on my finger, she preened herself, then she sneezed at me 4 times!(Not at once) I was not worried about me, I was worried about her, because her sneezes were wet. I was concerned, what if it's a bacterial or fungal infection! I hope not! Does anybody have an idea of what it is? Every time when I look at her, it just makes me sad. She's not really active, but she runs on the bed and on the wardrobe, flies sometimes. Just can't wait for the Ivermectin, so we could get rid of the pesky mites, get her a permanent cage, and buy her a friend(cockatiel or budgie).

When it comes to wet sneezes, it could be the beginning of something, or nothing at all. I would begin by keeping her warm and hydrated. You can turn up the heat in her room or cover her cage and put an external heat source outside on side of it - an incandescent light outside the cover so the light doesn’t bother her, or a heat pad under one side of the cage only, or even a hot water bottle wrapped in a towel inside the cage. Just make sure she can move away from these heat sources. The extra heat may also dry out the air in the room, depending on the method you choose, but especially heaters or whole house heat. You can add moisture back to the air by leaving out shallow pans of water as Hezz has previously suggested for others. Hezz also has an electrolyte solution that you can make yourself at home to help with hydration. Lastly, you can also try feeding her a bit of high energy food like boiled egg and see if that does her some good. Electrolyte solution: Home-made Lactated Ringers electrolyte solution for sick birds (rehydration) • 8oz warm water • ½ tablespoon sugar • 1/8 teaspoon salt • 1/8 teaspoon baking soda Mix all together in a jar, stir well and refrigerate. Will keep for 2-3 days in fridge. This should help her get better on her own if she is just feeling a little under the weather, but if it gets worse you should seek the help of a vet if you have access to one. And keep us updated as someone else may have some more useful advice.

Even if she is not sick, I can still give her the electrolyte solution, and she will be fine, right? No worries, I will keep you updated

You can give her the electrolyte solution even if she is not sick, I would say for a week or two? But perhaps best to get Hezz’s confirmation on that. And it won’t make her better if she is sick. You can try to find Guardian Angel online as well, to give her immune system a boost. But if she gets worse or just continues to seem “off”, you may want to consider taking her to see an avian vet. Thanks for keeping us posted. If anything changes, someone might be able to provide better advice with additional information.

Sorry it took me so long to post. My budgie is doing well and is thriving. I moved her to a big flight cage with 2 canaries, a goldfinch and a eurasian siskin and they tolerate each other. Why did I do that? Well I figured out that they have scaly mites too, I heard them make a squeaking noise indicating that they do in fact have mites, and the budgie was getting a bit lonely. About the ivermectin, we found an easier solution. Someone in my area breeds canaries and eventually comes across these mites. I borrowed pulmomectine from him. He gave me info on how to use it. A drop of it on the neck skin. Ten days ago I did the first dose on all birds, tomorrow I'll do the second dose. I'll also spray the cage and the birds using Avisan, which is a medication used to kill all external parasites. I already see some improvement on the nasal part of the budgie.
