Hot steam can help get the nostrils clear. Put his cage in the bathroom with the hot shower on and make sure his cage is away from the shower so he doesn't get scalded.

Have you tried rubbing that off yourself? It looks like dried skin, rather than a nasal blockage.

It looks like dried skin, rather than a nasal blockage. hes managed to remove the dry skin himself but one of his nostrils are still blocked. if the blockage is still there I'm going to try steaming in the morning as he isn't showing any symptoms of being sick or distressed. I'm not sure how he got dry skin though, would that be an issue with humidity?

Central heating or air conditioning both lower the humidity in a room so if you are using either, that can do it. Is there any nasal discharge? A hot steamy bathroom with the shower turned fully on (hot water only, obviously) will help open his airways and help him breathe more freely if there is a problem there, but if he does have a respiratory infection, you may need to get him to a vet for antibiotics. Unfortunately we haven’t managed to teach a budgie to sneeze on command. If it seems as though there is something still in his nostril, you can try making a paper spear from a piece of tissue or toilet paper, moistened slightly, and gently insert into the nostril that seems to be blocked. You may have some success, or you may not.
