I am at the point where my budgie comes on my finger for spray millet. She is active in the cage and playing with toys. I can pick her up on my finger and pet her. Sometimes I can get her out of the cage. She also comes out of the cage on her own sometimes. I can put her on my shoulder and she stays there for 20-30 min. So far I am happy with the progress made in 2 months but I want to get even close to her.
I want to be able to play with her and want her to be excited to come to me without having to bribe her with food. How do I get to that point? Is it just a waiting game or is there something specific that I should try to get her more excited to interact with me?

I think it just depends on the individual bird and their personality. I'd just keep on working on trust in the relationship. 2 months is not very long to develop that and it sounds like you are doing well. I am sure in another 2 months things will be different again.
I also tend to watch mine play rather than them specifically interact with me. They are very entertaining but usually because they decide they want to chew something, or start to play with something. The toys I suggest are more often than not ignored completely!
