How much time has passed since you had your birdies? What do you call them? Some more info would be appreciated.
Not all birdies like humans touching them. Also, apart from head, no other place on birdie's body should be pet. Mine don't ever preen one another too & they don't like me touching their head ever. If they don't like it, they'll bite. If you just got the birdie few days back, try keeping your hands outside the cage for 10 to 15 mins every day.. followed by keeping your hand inside the cage on the cage floor.. You can't expect trust to build just like that. It might take time.
If you had birds for quite a while, Try hand feeding seeds or any other non warm non mushy food from your hand. That would be the first connection. It might take days to months, depending on birdie personality..
Next you could teach them to step up on finger using the food that they love the most. Or use seeds on your palm, they might step up. Study their body language for signs what they like and what they don't. If you force yourselves on your birdie, you'll probably get bitten more and will not develop a healthy relationship. So, be patient..
