I know its yellow face, but i don't know about the other mutation.

How old is your budgie? Looks quite young, especially the first photo. I was thinking (definitely yellow faced; that’s a given) possibly double factor dom pied, clear-wing/flight ( I always get those two mixed), but I thought double factor dom pied are supposed to have white cheek patches. ?? Going by past genetic determinations, I’ll call him clearwing as well.
We had one recently very similar but deeper colours and this was given the very grand title of “double factor dom pied, clearwing cobalt”.

Because his father is a clear-wing. The bird in the picture is a baby. I think if dom was pied, he probably wouldn't be dilute. Because Dilute and clear-wing are recessive genes I see him as having an invisible structure. (sorry bad english)

Genetics is not my strong point, and I agree with you regarding the diluting factor. Not sure whether he is clearwing or dilute, to be honest, now on second look. His cheek patches seem too light to be clearwing. What colour are his main tail feathers?

I agree with Hezz, it sure looks like another double factor dominant pied. Second one on this forum in as many weeks. But I think this one is a dilute. So I'd call it SF Yellowface Type1, DF Dominant Pied Cobalt Dilute.
