Can you take your pet budgie outside with you when you do things like shopping or visiting a place? A carrier will be provided, of course, and food and water will also be brought. I ask this question because today I went over to my brother’s house to babysit for approx. 2 hours and my brother who lives with me told me my budgie starting squawking (not chirping) at least 4 times and I felt bad. I thought about taking it out with me whenever I go somewhere, but I feel like my budgie might get too scared or stressed?

I think it is a good idea for your bird to get used to not having someone on hand at all times. Plenty of interactive toys, foraging toys, and things to chew on will help create independent play and keep boredom at bay.
The odd car ride isn’t a bad idea to get used to being transported for vet visits, boarding etc, but the noises and sudden movements to be found in stores and shopping centres would be very stressful. Time taken out to sit in a park (in the carrier, of course!) and enjoy fresh air and sunshine would be acceptable as long as kept away from curious dogs.
