He seems scared of you and the surroundings. Let him chill out on his own for a bit to make sure that you won't eat him 😅
It's still early and those are some sudden big changes in his life.. Take it slow.. No sudden changes in diet too.. transition from seeds to anything else takes a toll on their stomach..and also mind.. make sure that he doesn't starve - mine used to be adamant..
I would say let him settle in the cage first for a few days.. You could play some budgie calming music from Youtube - that does help mine.. Let him see that the room he is in, is harmless and safe for him.. if he is too nervous, he might fly into things.. also if he is not yet comfortable with you being in the room.. also, if he had never been out of cage, he might have issues in calculating the speed to fly.. mine used to bump sometimes.. once they are used to the room, they don't. Keep your glass windows and mirrors covered or with post it notes, so that they know it's not possible to fly across.. once he is comfortable, you could remove those.
Talk softly to him.. keep your hand on the cage wall everyday for sometime. Once he is comfortable and is moving here and there even with your hand there, start putting your hand on the cage bottom.. let him see that you are bringing good things (aka food) for him..

Hi y’all, we got out Budgie 3 days ago (today is the third day). He lives in a minimum size cage, but he is getting a bigger cage (18 by18 by 30) tomorrow (it’s very similar to the old cage so he will be moved right away). He stays on his perch without moving for most of the day, sometimes chewing the toy right next to him, and flies down to eat (and probably drink too, but I’ve never seen) around 1-3 times a day. He will eat spray millet if I hold both ends so it forms a circle and offer him the middle right in front of his face (if it’s any farther, he refuses to move). If I push below his legs and have him step on, he will still eat the millet. So he’s fine with hands. I can even move my finger a bit without him flying off. And once he got out and began bashing into the walls, window, and mirror. So, any advise on how to get him to move and eat the millet, stop him from smashing into walls, and bond with him?

You are a predator, he is a prey animal. If you stare at him he is going to think you want to eat him, you or anyone else in the family. You need to approach him with either one eye closed, your head turned, or winking and blinking so that you don’t have that scary two eyes predator stare. Get him some millet spray and hang in the cage until he is happily eating it, then use that as a training/taming tool.
Cover glass in windows and doors to prevent a view to the outside, he has yet to learn about glass, and being young and scared is going to bang into walls as well - he is going to want to be escaping your presence. A small room is usually a better option as he can learn to manoeuvre away from walls without having too much flying speed up.
Most importantly, take time for him to become used to his new environment. that may take weeks or days but if you push him before he is ready you will be starting the bonding process well behind. I don’t think he is actually fine with hands at all. It sounds to me much more like he is too scared to resist. Budgies unfortunately are well known for freezing under threat.
