Not sure what your question is regarding substrate. Do you mean what do we use on the bottom of the cage? Most of us use newspaper and change it every day.
He is a lovely bird.

Beauty is a great name.
When you try to train him to step up on your finger, you said you put your finger by his feet. Not sure if you know, but put your finger just above his feet, sort of gently pushing on his lower belly. Say the word "step up" at the same time - so he associates the word and the action.
You might need to start by just getting him used to your hands, with a millet treat.

Beauty is a beautiful budgie. I am really glad that you are so keen to look after him and trying to know so many things. Most people who inherit a budgies wouldn't do this much. HERE you will see the food I offer to my budgies.

Thanks guys for the kind words I cleaned his cage today and got him an iodine block, some new treats ( egg ) i heard these were good. added another perch and i'm going to order some branch type perches. The substrate question was me being reptile and fish minded, i was meaning the floor yes, i really wasnt sure so i just got the budgie floor sheets, but i saw some sand? but it had a parrot on the box so i was put off!

Do not be taken in by sand sheets - they are a way for petshops to make money to the detriment of the budgie. They are actually very bad for budgies feet - same as the sand perches. So yes, most people simply cover the grate on the floor of the cage with newspaper and change it every day. Quick and easy, and recycling old newspaper. You don't need to put anything down but by the end of the week when it comes to cage cleaning the grate will have poop stuck to it, and believe me, sometimes it sticks like concrete! So throwing away a sheet of newspaper each day is a much easier option. As far as toys are concerned, if you can spare the money, it is good to have enough toys so that when you clean the cage and toys and reset up the cage again, you have enough toys to give him a new, different set for the week. Helps him becoming bored with the same old toys each week and also stops him fixating on a particular toy. Have fun!

Ohh he is a handsome little chap, very dapper. looks like your getting sorted with him. I would use newspaper but if you don't like the look of it you could use kitchen towel ( more expensive though ) i wouldn't use anything sandy. As you say you are getting some more perches sorted, i would put a couple a bit lower down as well as the ones you have at the top to encourage him to move around the cage a bit more. Apart from that it all looks fine, he's a very lucky boy.
