thank you to everyone for your advice...much appreciated!!
I emailed photos of my bird to a friend who has been breeding for several decades, along with a couple of recent videos to show his/her behaviour and they are convinced that Joey is a hen. I think I'm going to stick with this view for now as I don't want to traumatise my bird with medical procedures when she currently seems so healthy and active. I'm going to give some iodine supplement for a while and keep a close eye on any changes to the cere. As far as the diet goes Hezz I will keep trying to tempt with veggies and look into trying to sprout some seed. Would it be ok to try some supermarket organic seeds/ sprouts in the meantime? I've also thought about buying eucalyptus. Should I get a plant or can you buy leaves for birds in the UK?

Not sure about the eucalypt leaves in UK. Someone else may be able to advise you on that one, but by all means try sprouts from the supermarket. With your veggies just make sure they get a good rinse before you give them to Joey. If you have the room to keep a tree in a pot, great, and if you get a chance to get some willow cuttings, snaffle some. Apparently it is as easy as sticking them into a pot and the shoot up from the cutting. But take the leaves off first before giving the branches to your budgie.
Now I think about it, I wouldn't really go for getting eucalypt leaves - the budgies mostly love to gnaw away at the twigs and bark, rather than actually eat the leaves. They will give them a nibble and bite them off the branch, but mostly it is the twigs and branches that they pay the most attention to.
