You definitely need a water based paint with low VOC's. You can buy an "everywhere" paint in B&Q which is suitable for door frames, skirting and radiators as well as walls and ceilings. It's a waterbased low VOC paint. You need to look for a round symbol with the VOC logo on, and it should specify low. Gloss paint will give off fumes for many many days, we have stripped our door frames back to the wood to remove the need for it as much as possible! Also be careful of sanding dust especially if any of your windowsills etc are made from MDF, the dust is very very bad for you and the budgies.
