The seed treat stick definitely should go. Millet occasionally is fine, but you may have noticed that if there is a millet spray available they go there first. Millet is the main ingredient in seed mixes, so to try to cut out millet is silly, just limit the sprays as they don't seem to know where to stop with them.
Milk thistle drops are readily available in the UK, and is a great liver detox, as is aloe vera. If you possibly can trying finding a continuous source of grass seed heads. These are the budgie's natural diet.

Thanks for responses, all.
I am relieved to have found out what is wrong with him, and glad that I took the plunge even though the money aspect is scary and the outlook is uncertain. I will find out from the vet when i pick him up today what his prognosis is. I guess if I hadn't opted for this I he would just have died and I wouldn't have known why.
But I am very sad that both my very young and beloved budgies have major health problems.

I hope they give you something in the way of changes to be made that you can take home with you and work on. He is so very young, hopefully this will work in his favour. Let us know what they recommend, and I hope they do more than just say change his diet.

That's a bummer birdguhl. Good that you know though. So many birds develop this problem. As do other human pets. I suspect that even when we do the best we can to feed them well, their diet is not what it would be in the wild. Dried and processed seed is simply not a substitute for the fresh stuff. I guess it would be the same for us if we had to eat only dried fruits, nuts and salami. While there is goodness in there, the fat and sugar levels are very high once you began eating them in significant quantities.
