Yes here in Malta we don't have breeders either, so you can only buy from pet shops. And they tend to be sick and they tell you it's a male and it's the other way round. this is normal from pet shops.
I found out before i do anything with my budgies, I ask the guys in here. Cause every-time I do something rushed, I end up regretting it later on.
So take it easy with new budgies, get used to the two you have now. Let them settle, get used to them first. And then buy more later on. Trust me if you want to have little baby budgies, once you introduce a Male, and a nesting box things get interesting very quickly.
But take it slow, cause some hens become very aggressive and they start fighting alot.

The one that has the white cere is hard to tell because it is so young but I think the other one is female.

By the way, remove the nest in the background in the above picture. Budgies don't need it

"Dominant Pied Cobalt Hen". Four to six weeks old. I am considering the head patch and wing pattern, but a picture from the back is required.

They are quite because they are new. They will settle down in four to six weeks and will chatter loudly. Keep the cage somewhere in a corner and don't move it in the first few weeks, until they settle down. You don't need males, if you don't want to breed in future.

I agree with BB's comments - both hens; the ceres are different colours because the birds are different ages. One is an immature female, the other hen is older; her cere is starting to colour with maturity.
