If budgies need others to help them breed I only have cockatiels so would it ok to place them in a 9foot Length 6foot wide and 7foot high shed with 3 or 4 nest boxes. I hope to breed the budgies about 2-3 months after Christmas.

I'm not sure what you mean with budgies needing others to breed; they are good breeders without any help! Cockatiels can share with budgies, but the cage needs to be big enough. If you have them already in separate cages this may be preferred.

Do they not need to be more than two pairs to encourage them to breed? And they are in kept together and eating,drinking together

I have always read that budgies will breed better if there are a few couples. I only had one clutch and I have three couples. They all have their own cage though. I am not a breeder.
Here there are many breeders so someone should come along soon with an answer. I'm not sure letting them colony breed works. I've heard of birds getting killed. Again I am very inexperienced (but bored).

I have 2 cockatiels in with my budgies but only one budgie hen. When I try to breed her I move her and her mate into a breeding cage.

Both Budgies and Cockatiels are pretty territorial. Do watch out when you introduce new ones, as they become very protective over their breeding boxes especially when they have eggs in them.
On the other hand, you always need to have compatible pairs, and it might take a while, trying different couples. Just putting a male and a female doesn't always work.

My budgies have been with each other for months and they follow each other, preen, kiss etc My two that had a clutch were preening and the male was feeding the female. It's a very good sign, I guess they are well bonded.

It is not right to breed with only two budgies. Wait until you have at least two pairs. Then you can place them in two separate breeding cages.

From experience, every breeder will tell you to breed with two pairs, at least. Many problems can occur, and in such case one can move eggs and chicks between the two pairs. Colony breeding is opposed due to it's complications. But everyone have their own choice

Colony breeding is pretty hard, I would assume. I had big issues when all 11 buds where in the same big cage. As soon as one laid eggs in one of the breeding boxes. All hell broke loose. She was beating every other hen in the cage and the males just went all out competition.
I can't keep more than 3 females and 2 males at the same time in the same big cage at one go. All the rest had to be put in other cages, one group with 4 and the last with just 2. And I still have my concerns with the cage with 4 buds. They don't exactly get along.
