I know some breeders cut or pull out main flight feathers of young budgies before selling them. Some do so to make it look like that the budgie is finger tame. Others do so to ensure that the budgie is well settled in the new home before he can fly.
Did you open the wings and checked? Did you call the breeder?

Magic i do hope things are ok with you and your beautiful boy. I hated having to say about the FM but without another explanation from the breeder this is the only thing that would make the little chap loose his main flights. My boy lived in an Aviary with my others quite happily for 8 years and managed very well, i did raise the floor levels and make sure everything was easy for him, placing perches carefully so that he could get to food and water etc. He is only just, at 12, becoming a house bud because his little legs arn't what they used to be. They become amazing runners, which is what they are often referred to and they can become very tame and a pleasure to own . Don't cosset him too much, they are much tougher than you think .

Hi all Thanks for all your messages. I asked the breeder if he clipped Joey's feathers but he said no, so I think it is FM that he's got. The breeder seemed nice enough, he said I could bring him back if I wanted and get my money back, but I politely declined. I've grown really fond of little Joey, which was bound to happen as he was so tiny and looked almost helpless when I brought him home. The past few days have been a massive step forward for him. He's still not flying, and I think he's lost more feathers, but he's very active and alert and from what I can tell, happy. He has a really amazing little personality, whenever I come into the room he goes bananas and climbs up his cage making his little noises, and starts biting and shaking his cage toy until I go over and open the cage, and he'll climb out and sit on my finger He is only quiet when I have him with me (sometimes he sings though.) He's constantly chattering away to himself in his cage and tweets back and forth with my other budgie who is in another cage. I was worried about the FM spreading to my other budgie, but when I researched it it said that adult budgies are unaffected (but can spread it on to their babies if they have any.) Is this right? Thanks again everyone

Glad you are keeping him on ...... I think you and Joey will have a great relationship. That is my understanding of FM as well. Although @corie uses one, a cock I think, for breeding and hasn't had a problem.

This is true Hezz, my stud is now immune to my strain of FM.

How are you feeling about all this magic? I can imagine that you may be feeling a bit raw, sad, lost even ....... to find out your new pet is not what you thought you were getting. Stick with us, if you decide to keep Joey on; there are lots of good people on here who can help you through the bad times.

Thanks again everyone I have recently rescued a little budgie (midget by name, but certainly not by nature) and she is doing fine. she has fm but mixes with and annoys my flock as she rules the roost. I am sure your little one will adapt and will bring you lots of love and friendship
