In this picture, this budgie looks like a Double Factor Dominant Pied Male. More pictures are required to confirm. Did he ever had a brown cere?

No cere has always been like this, i think they have paired up and I have lots of budgies as I breed but they are displaying the behaviour of opposite sexes, ie the bird in the first pic is chasing and feeding the bird in the second

Cere colour is an indication but not an exact science ....... I have also had a cock with a brown cere.

Of course, and I realize that, BB. I just wished to point out that there are exceptions and handtamebudgies was commenting on the behaviour of the two birds. I was simply trying to say that their hormones can be dictated by the roles they wish to play in a relationship.

FWIW I agree that Ice is a Cock bird. Looks double dominant pied to me and the slight blue colour in the centre of his cere gives him away. Behaviour should confirm - my cock birds are much more "cocky" than the hens, more vocal, active & do most of the feeding. They also don't chew wood as much or bite as hard!
LOL, I'm starting to sound like I know what I'm talking about with my massive (2 years) experience!!

Actually I'm not entirely convinced that the first bird is a hen either. Looks like a pied bird again and with my pieds cere colour is variable. Do I detect a white/bluish tinge? It's also quite smooth & flat. Finally if this one is following the other and feeding him that doesn't sound like hen behaviour to a cock bird?
