It is probably a hen coming into breeding condition. You can add a picture by either uploading it to an image hosting site and posting the link here or using the button "Add image to post" at the top left of the screen when you make a post.

he is probably a she, we made the same mistake, we thought basilina was a boy and called her basil, then her cere went from like a blue to brown

Hmmm, I am not totally convinced that Charlie is a girl. The blue of the cere is very blue and I don't see any whiteness around the nares. Do you have photos of Charlie as a younger bud? It would be good just to compare.
Two of my boys' ceres have looked like this as younger birds, and it was only as they fully matured that they produced the bright blue that we associate with the boys.
It is not anything to worry about, anyway.

Looking at the photo the cere colour is what Joey's cere has looked like since I got him. It has occasionally gone a slightly deere shade of blue but has never gone the bright blue that Whiskers does. Is it to do with the breeding perhaps?

I can only comment on the boys I have personally, but my blue boys, Spyro and Misty, are the ones whose cere I have seen this almost indeterminate shade. They have gotten darker as the boys have matured, but Sparky's cere is the brightest blue of the lot, and he is a normal green. He is also the least interested in breeding, so go figure.

Neither Joey nor Whiskers are interested in mating with Edward, that is definite. Whiskers has a very rich blue cere which brightens and almost glows when he is in condition (I suppose he is). Joey's rarely alters. It is blue but a pale washed out sort of blue. How do I know they are not interested in mating with Edward. First off Joey is Whiskers best friend. I will try and get a video of the action that I see nearly every morning when the covers come off. It is the only time that I have seen Edward so close and in contact with Whiskers. It is a proper love triangle with Whiskers in the middle and Edward trying to get in on the act. When it is all over the final act is for Whiskers to feed Joey.
