Hard to tell, the bird is young and you have used the flash.
Take another photo in natural light.

If it is still that dark with flash light, I believe it is a male. 8 to 11 weeks old because of the black beak.

This is a very young budgie, less than the 8-11 weeks indicated by another, I feel. A budgie will or will not talk; please don't purchase a pet simply for the entertainment aspect of having it talk. If the bird is well connected, and bonded, it is possible that it might attempt to mimic the noises of its human companion, but nothing is guaranteed. I do think this little beauty is a male.

Welcome to the forum KIWI-Bird and your very sweet little budgie. Male budgies tend to learn to talk easier than females, and they will, only if you talk to them a lot! Try short, easy to say words to start with and repeat them over and over, and eventually your budgie should pick up the words. There are however, no guarantees or time scales.
